Thorium Brotherhood Alliance
Mission Statement:
The Thorium Brotherhood Alliance aka TBA, is an alliance of guilds for the sole purpose of raiding high end content in the World of Warcraft in the Thorium Brotherhood server. The goal of the TBA is to collectively pool the resources of the guilds that are members of the TBA for the sake of reaching further into the end game. The strengths of this proposal is for smaller guilds to reach high end content yet remain in a small guild. The major emphasis will be community. Community effort to achieving our goal. No one guild will be prominent over any other, and we will collect our pool, knowledge and resources for the common goal of the TBA
Article 1: Ranks and Hierarchy
The TBA is meant to be run as a democracy however ranks are necessary to make sure that our visions stay within the realm of the TBA. Each guild will have a say in the making of rules and each class will have a say in its evolution. Ranks are as follows. Any new guild coming into the TBA will have a probationary period of 14 days.
Chairman: This rank is an elected monthly officer rank that handles any affairs that are deemed mundane for the Council to handle. The Chairman acts like an member of the Council in every respect and answers to the Council. The Chairman also calls for votes and can issue any directives that the Council orders. The Chairman also may make any deciding votes if the votes are tied.
Council: This rank is a guild member's representative to the TBA's governing body. Each Council member has the right to one vote. This governing body will decide upon the TBA's loot rules, membership rules, disciplinary actions that the TBA may face. A guild's membership into the TBA must require a unanimous vote among the Council. Each member of the council will have a specific task appointed to them. All the Council members will be able to do any of the appointed task but each one will be in charge of the tasks:
The tasks appointed to the Council members are as follows:

Bank
DKP manger
Personel manger
Website Admin
and any other tasks that are deemed necessary to run the governing body.
Class Leaders: This rank is the appointed rank from each class. They are the eyes and ears of the Council. They will make roster substitutions and try to sort out loot drops before raids so that DKP is a last resort. They will also be the teachers of each class making sure they use proper technique and proper talent spec's to make the raid a success. The Class leaders can be elected upon by a majority of the class vote. They also can be replaced by the Council if members of the class members deem it necessary.
Member: This is the normal rank given to the TBA members. Members can either be a part of the membership of guilds, or be voted upon by the Council and the class leader.
Article 2: Code of Ethics
A member of the TBA will obey any orders pertaining to a TBA event from the Council.
A member of the TBA will not use any malicious language in /raidsay, /yell, /say, general channel or in any ventrilo.
A member of the TBA will adhere to the gulidlines of Blizzard's EULA and the rules set forth on Roleplay Servers and Thorium Brotherhood
A member of the TBA will be honorable and respectful to other members of the TBA. A TBA member will resolve problems to the best of their abilities. If they cannot resolve their problems a Council member will mediate any disagreements
A member of the TBA will act within the best interests of the TBA. TBA members will keep any discussion, strategies, disagreements within the TBA and its members.
A member of the TBA will not boast about its achievements. They will not link any equipment in any general chat channel nor post any achievement the TBA has made on the forums without the consent of the Council.

Article 4: Raid Attendance and Policies
A member of the TBA will be chosen on a raid from the order of importance:
Class need (As deemed by the Raid leader)
Timeliness
Seniority (most DKP earned and attendance)
Alternates
Guests
In addition, the members of the TBA will follow the rule of conduct on Ventrilo:
A Council member, Raid Leader, Raid Assist will have ventrilo priority, and can call for silence at anytime. Discussions can be handled through whispers and /raid.
Seniority calls for most DKP earned, they will have roster benefits over any other member. If a member cannot be on time, they will notify the class leader and be put first on the standby roster.
If at anypoint any member is inactive for 30 days without any excuse they will lose their roster status and be put on the bottom of the roster.
For each member 1 main is chosen. Any other character is deemed an alternate and follow any loot policies given for alternate characters. A TBA member can only switch mains once every 6 months, they will forfeit any DKP earned and must have the Raid requirements listed.
Article 5: Loot and Quartermastering
The TBA will use a zero sum DKP to determine loot. Any DKP spent is distributed among the rest of the raid. A standby raid will be awarded the DKP distributed but will be subtracted out of a 'dummy placeholder'. The person with the most DKP wins any loot they are bidding on. It will be the job of the class leaders to sort out loot needs beforehand so that there will be less of a need for bidding.
A loot table will be established by the Council and the Class leaders beforehand. The loot list will include, a DKP point value, and class priority. All loot list will be made available to the members. Any disagreements will be made to the class leaders in regards to point value or class priority.
TBA will institute an upgrade discount. To prevent DKP hording, a member will have discounts upgrading for class items. For instance, Prophecy Helm will be 40 points, Transcendance Helm will be 80 points however, if a member has won a Prophecy Helm from the guild, they will only spend 40 for the Transcendance Helm.
Loot priority are as follows:
TBA member with 50 percent attendance on a 30 day period with the most dkp
TBA member less than 50 percent attendance on a 30 day period with the most dkp

Quartermastering will be decided amongst the Council members in regards to any recipes, schematics, formulas that may drop. This will be decided among members who have high DKP, and high availability. In addition, any legendary drops will be decided well in advance among the Council and its class leaders. The Council will have a vote frequently.
The Bank Council member will keep track of any fiery cores, lava cores and elementium bars that drop and will be given out to members on the basis of DKP earned, class priority and need basis. All raid materials will be kept track of and published on the TBA forums of where the materials went.
TBA members will play their mains only unless ordered to play their alts by the Raid leader. In which, they will earn dkp towards their main. Any loot that is won will have their DKP subtracted by their main characters.
Any BoE's that drop on raids will NOT be awarded and be given to the Bank Council member. This will be sold and the funds will be used to be distributed among TBA members for wipes. The Bank Council member will record and publish any item dropped on the raid and what it was sold for.
